«Ah, like a site foreman.»

Not quite.

That confusion is the root of most problems in residential projects. This article exists to settle it.

What the Architect, Builder, and PM Each Do

Three distinct roles are involved in any renovation or residential build.

The architect designs. They translate your needs into plans and technical documentation. Their core work typically ends before construction begins.

The builder or contractor executes. They manage labour and materials and get paid for doing what’s in the contract. Not more. They don’t work to keep your budget intact. They work to finish their part.

The Project Manager neither designs nor builds. They coordinate, control, and defend.

They are the only one of the three whose entire job is to protect your interests throughout the process.

What a PM Does in a Real Project

Before work starts, the PM reviews the technical project for inconsistencies, checks that what’s been designed is buildable within the planned budget, and reads every contractor quote before you sign. They find what’s missing, what’s poorly specified, and where extras are likely to appear.

During construction, the PM verifies daily that what’s being built matches what was contracted. They coordinate trades in the right sequence, manage changes through a documented process, track the budget in real time, and are your single point of contact for every issue.

At handover, the PM checks that everything delivered meets specification before you make your final payment.

The PM is the only one of the three whose entire job is to protect your interests. The architect defends their design. The builder defends their margin. The PM defends you.

«Why do I pay for a PM if I already have an architect?»

Because the architect has their own design decisions to defend and is rarely on site every day verifying execution.

The architect designs the house you want. The PM makes sure the house being built is the one you contracted.

Why This Matters Even More in Andorra

The construction market in Andorra is small. Few contractors have the technical capacity for high-quality residential projects. Material lead times are longer than in Spain or France. Administrative procedures have their own particularities in each Comú.

In that environment, the difference between having or not having someone who controls and coordinates with local knowledge can mean months of delay and tens of thousands of euros in overruns.

This isn’t abstract. It’s what happens in residential projects in this market, regularly.

The PM Doesn’t Make the Project More Expensive. It Makes It Predictable.

The argument against a PM is always the same: «it’s an extra cost».

The correct argument is the opposite: the PM is what makes the final cost resemble the initial cost.

In projects without professional management in Andorra, the average budget overrun is between 20 and 25%. On a €300,000 project, that’s between €60,000 and €75,000 nobody planned for.

The PM’s fee rarely reaches that figure.

The arithmetic is straightforward.
